Do i still have to take the TOEFL test?

I am planning on going to Community College of Philadelphia. I will taking a Nursing program. I am from the Philippines and I am 17 years old: high school senior. I move in the US 9 years ago. So, basically I attended elementary school from 4th grade to 8th grade. And now I am a high school senior student. My friends kept on saying that we have to take the TOEFL test if English was not our first language. I am wondering do I still have to take this TOEFL test?
