NO FEAR!! The Issue Of Fear Among Nations!!?

Okay, so we teach our children in schools and at home not to be fearful of issues that can be controlled, so why is it the media, newspapers, political leaders, etc. Instill such a great power of fear to controll a people that had control of the situation in the first place. For Example, children are taught to question before following blindly (at least I hope) , However, through fear, as Adults , these same individuals hold silence the catastrophies and war crimes that are happening before their very eyes. What's with this? Any Ideas?
