Trouble housebreaking puppy!?

I've had quite a few big dogs before and never had any trouble housebreaking any of them. I got my first small dog (a Jug) a while ago and the traditional housebreaking method -- telling him NO and putting him outside -- doesn't seem to be working. He's peeing all over the place. I praise him when he does go outside. I take him out all the time and tried putting him in a crate at night. There's crap all over it by morning, even when I watched him go before I put him in at night. What should I do? I found these puppy pads at the store that are supposed to attract them to pee on the pads. Do they work? What about housebreaking sprays? Any other ideas?
