Which WR to pick up on my fantsay football team?

I hate to say get a rookie but there has been a lot of talk about Heyward-Bey being the go to guy for Jeff Garcia.. There is only one problem.. They do not know officially yet if it will be Jamarcus Russell or Jeff Garcia who starts.. They have said most likely Jeff Garcia and if so he tends to not target his TEs as much as much as WRs. If its Jamarcus Russell then go with someone else cause Zach Miller has been established his go to guy.. I say Bey if Garcia is starting..
